Our commitment
The Climate Change Authority (the Authority) is accountable for the services we provide and the conduct of our staff.
All Authority staff must follow the Australian Public Service (APS) Code of Conduct, which emphasises integrity, honesty, respect and accountability.
Your feedback helps us understand how well we engage with the community and deliver our functions. We welcome feedback so we can improve the way we work and the services we provide.
When you make a complaint, we will handle it fairly, impartially and as promptly as possible, consistent with betterpractice standards used across Commonwealth agencies.
If you need assistance to make a complaint—for example, accessibility support—we will help you.
Complaints the Authority can consider
The Authority is a Commonwealth entity subject to the Commonwealth Procurement Rules(Opens in a new tab/window).
If you have a concern about a procurement process conducted by the Authority, you should raise the matter with us as early as possible. Early engagement may allow the issue to be resolved quickly and reduce the likelihood of more serious problems arising later.
If you have been unsuccessful in a tender process and have concerns about the outcome, you should first request a debrief from the Authority. When requested, the Authority will provide feedback to tenderers on their submissions.
If the issue cannot be resolved through discussion or debrief, you may choose to lodge a formal complaint.
There are two types of procurement complaints:
- Complaints made under section 18 of the Government Procurement (Judicial Review) Act 2018(Opens in a new tab/window).
- Procurement complaints that do not satisfy the requirements of the Act but are still considered by the Authority.

Public Interest Certificates
If a procurement complaint is made under the Government Procurement (Judicial Review) Act 2018, the Authority may issue a Public Interest Certificate (PIC) under section 22 of the Act.
A PIC states that it is not in the public interest for a particular procurement process to be suspended while an injunction application is being considered or complaints are being investigated.
There are currently no PICs issued by the Authority.
