2026 Annual Progress Advice - consultation paper

Australia has committed to ambitious emissions reduction targets to support a prosperous, resilient net zero economy. The Annual Progress Advice is an independent assessment of whether current policies and actions are enough to meet these goals, and where further effort may be needed.

Overview 

The Climate Change Act 2022 requires us to provide independent, evidence-based advice on how Australia can meet its emission reduction targets and achieve a prosperous, resilient net zero future.

Each year, we publish our Annual Progress Advice with recommendations the Minister for Climate Change and Energy must address in the Annual Climate Change Statement to Parliament. Our advice strengthens accountability and makes sure policies remain effective and responsive.

This year, our Annual Progress Advice will include:

  • an assessment of how Australia is progressing toward its emissions reduction targets
  • input to the government’s 2026–27 review of the Safeguard Mechanism and analysis of opportunities to reduce fossil methane emissions. 

Milestones

  • June–August 2026: public consultation
  • November 2026: advice delivered to the Minister for Climate Change and Energy and published.

The Climate Change Authority is seeking stakeholder submissions to its 2026 Annual Progress Advice to inform the Minister’s fifth Annual Climate Change Statement to Parliament. You are invited to respond to as many consultation questions as relevant and include supporting evidence or analysis.
